FUNDABLE, FIELD-VERIFIED COASTAL PLANS

SOUTHERN LEYTE ● EASTERN VISAYAS

Defensible coastal governance from plan to shore.

Built for financing. Verified on the shore. Sustained by citizen science in local schools.

OUR APPROACH • PLAN TO SHORE

From plans on paper to projects on the shore.

Eco-Hub brings the technical analysis and field science to design nature-based solutions that are workable, maintainable, and finance-ready, then sets up local monitoring so they last.

DISCUSS YOUR MUNICIPLITY'S COASTAL CHALLENGES ▶

01 • FUNDABLE

We align your CLUP, ICRMP, or LCCAP with the criteria of national climate facilities and global funds, so your priority projects are ready to propose for funding.

02 • FIELD VERIFIED

Before a project moves forward, our team checks on the ground that it can work: site conditions, native species suitability and community support. Where a site needs hazard or engineering studies, we bring in specialist partners.

03 • MONITORED

Through Coastline as Classroom, local teachers and students track shoreline changes each school year, giving your MENRO a regular record of shoreline observations.

SERVICES

Start with a rigorous diagnostic, not another blank page.

Many coastal plans go unfunded because their projects don't fit the site or the budget. We work directly from your CLUP, ICRMP, and LCCAP: validating projects on the shore, advising workable nature-based solutions, preparing them for financing, and setting up monitoring that lasts.

STEP 1 • START HERE

Coastal Readiness Review

A rapid 2-to-4 week technical audit for municipal planning teams. We evaluate your current CLUP, ICRMP, and LCCAP against national standards (DHSUD/CCC) and People's Survival Fund criteria.

STEP 2

Field Validation & Solution Design

We stress-test proposed projects directly on the shore and redesign what won't hold up.

✔

Ground-Truthing & PCRA: Site surveys, shoreline transects, baseline data and the community consultations your plan requires.

Nature-Based Solution Design: Workable, cost-efficient options such as beach forest buffers, on their own or alongside existing structures.

Feasibility & Fiscal Check: What your LGU can realistically build, afford and maintain.

Where your site needs specialist science, such as hazard or coastal engineering studies, we bring in trusted partners.

STEP 3

Finance-Ready Proposals & Plan Updates

Validated projects, prepared for funders and aligned with national guidelines.

✔

✔

Funding Proposals: People's Survival Fund and partner proposals built on field evidence and framed around ecosystem-based adaptation and nature-based solutions.

Plan Updates: integrating validated projects into your CLUP, ICRMP or LCCAP, carried through Sangguniang Bayan approval.

DISCUSS YOUR

MUNICIPALITY'S PLAN ▶

STEP 4

Long-Term Monitoring & Retainers

Keeping your approved plan active and on track.

✔

✔

✔

Coastline Classroom: Teacher training and student shore investigations that give your MENRO regular shoreline observations.

Beach Forest Restoration Support: species selection and planting guidance [TO CONFIRM: seedlings from our Silago nursery, once producing].

Advisory Retainer: plan updates and progress reporting on monthly or annual retainer.

Why the shore still matters in the age of AI:

software can draft compliance text in minutes. It can't walk your shoreline, see whether a proposed site actually fits, or work through council and community concerns. We use modern tools to draft faster and spend the time saved where software can't go: on the shore, in the session hall and in the community.

COASTAL PLANNING •

SAINT BERNARD, SILAGO, LEYTE

Comprehensive Land Use Plan

THE CHALLENGE

Municipalities must keep an updated CLUP that meets strict national standards while simultaneously positioning the town to access external climate adaptation finance. Reconciling complex spatial data, ridge-to-reef hazard zones, and multi-sector consultations requires specialized technical capacity.

THE SOLUTION

Serving as lead technical consultant and editor, Eco-Hub integrated spatial baselines, local ordinances, and sectoral studies into a cohesive, defensible plan aligned with DHSUD mandates and ecosystem-based adaptation priorities.

CITIZEN SCIENCE & SHORELINE MONITORING • SILAGO, SOUTHERN LEYTE

Coastline as Classroom

THE CHALLENGE

Beach forests are among a coastal town's most important natural buffers, yet municipal environment offices rarely have the recurring budget or staff to monitor shoreline dynamics across long stretches of coast.

THE SOLUTION

Using a project-based learning framework developed with UPenn GSE, we designed and ran a program at Mercedes National High School, turning a school quarter into beach forest research by students and their teachers.

THE IMPACT

☛

☛

☛

Field findings formally received by the Silago MLGU to inform local coastal management
Research methodology validated by beach forest scientist Dr. Jurgenne Primavera [with permission]
Preparation underway to scale the framework to two more high schools in Silago

OUR MULTIDISCIPLINARY PRACTICE

One team, every skill a coastal plan needs.

A plan that holds up needs more than one expert. Each engagement draws on the mix of planning, field, learning and community skills it needs, and we bring in trusted specialists when a site calls for more.

WHERE THE WORK HAPPENS

The Silago Living Lab & Coastal Field Station

Our grounds on Sabang Beach sit beside a living beach forest. LGU planning sessions, field surveys, teacher cohorts and workshops run here, supported by our network of local people's organizations, coastal schools and community leaders.

Visiting teams are hosted at Coast Forest Café, run with our local partner Payag ni Marya, beside the beach forest we study and restore. [Publish once the café is open]
